Sherman County approves property tax abatements for Skolar Company after public hearing

The Sherman County Board of Commissioners on a unanimous voice vote adopted two resolutions and approved the form of a tax incentive agreement that will allow the Skolar Company to receive a property tax abatement.

Dominic, who introduced the proposal and led the county’s review, told the board the process requires a public hearing, a factual finding that the facility will be used for manufacturing, and a separate resolution granting the exemption. "That is available for facilities that are used exclusively in manufacturing," Dominic said, outlining the statutory framework and the requirement that the company file annual reports to keep the exemption in force.

The board adopted resolution 24‑10, making the statutorily required findings, and resolution 24‑11, which grants the abatement. Dominic said the approved form of the tax incentive agreement binds the company to maintain the property’s manufacturing use and to file the annual reports required by law.

According to Dominic, the county will execute the signed tax incentive agreement and complete the application process before the Board of Tax Appeals to implement the abatement. "Execute that and then we'll work through with the company and the clerk to finish up the application process to send it on to the Board of Tax Appeals and get everything put into effect," he said.

No members of the public offered substantive comment during the hearing. The board closed the public hearing after the votes. The county clerk and counsel will finalize signatures and the application paperwork as the next administrative steps.
