Staff noted the applicant provided conceptual illustrations and a project scope but had not yet delivered a certified site plan; the planner recommended approval conditioned on receiving site‑plan documentation and written confirmation of coordination with the Kansas Department of Transportation (KDOT) and the Kansas Department of Health and Environment (KDHE) before any building permit is issued. “The proposed use would be extremely beneficial to the southern part of Dickinson County as their fueling options in that part of the county,” staff told the commission.
The applicant said the proposal is limited to fuel pumps and tanks for farm and private use and that he prefers to secure the county conditional‑use permit before investing in a full site plan. Commissioners questioned setback, fire‑marshal and entrance requirements; staff clarified that KDOT and KDHE approvals are required for the entrances and environmental safety. A motion to approve CUP 24‑07 with the staff conditions was made, seconded and approved by voice vote.
Next steps: the applicant must submit the required site plan prepared by a licensed surveyor and provide evidence of coordination with KDOT and KDHE before a building permit will be issued.
