At the outset of the video-conference proceeding, Administrative Law Judge Kelly Rosenberg noted the matter as proceeding number 25CDash0045DashINS and explained the hearing is the commission’s standing show-cause insurance hearing for respondents. Justin Larson, assistant attorney general with the Colorado Department of Law, appeared for PUC staff and called Marquita Riley, program assistant in the commission’s transportation unit, as staff’s witness.
