Atchison County commissioners approved a $25,000 payment Dec. 3 to L and L Construction for labor and services at the county sports complex, covering work on concessions and restrooms.
Chair (unnamed) said the original project estimate was $181,900 and the county had previously authorized $100,000; the $25,000 approved at the meeting covers a portion of the remaining contract balance. The motion to approve the payment was moved and seconded and the transcript records the vote as "Passes 2 to 0."
In a separate finance update, the county's finance director reported there is about $6,300 of unspent ARPA funds remaining; staff aim to finalize allocations by the next meeting. Commissioners scheduled a public budget amendment hearing for Dec. 17 to address increased budget figures for two funds, solid waste and the special highway fund; the process will include public comment, closing the hearing, adopting amended figures, and submitting the amendment to the state.
Staff explained the solid-waste budget overrun: two contractor payments for a new facility were invoiced in 2024 though originally scheduled for late 2023, causing capital outlay to be charged to 2024 and producing an apparent overage despite total spending remaining the same.
What’s next: The budget amendment hearing is set for Dec. 17; staff will present amended numbers and accept public comment before adopting and filing the amendment with state authorities.
