Perkins council approves perpetual easement, enters executive session and directs city attorney on manager contract

During new business the council considered a perpetual easement tied to the Iowa Scribe of Oklahoma development to allow construction and access for a sewer lift station and main lines. Council clarified that routine property maintenance remains the responsibility of the landowner unless the easement specifically delegates that duty.
Later the council voted to enter executive session under the authority cited in the meeting as "25 OS 3 0 7 b 0.1" to discuss employment, promotion, demotion or discipline of the city manager; the motion carried on roll-call votes. After reconvening in open session the council moved, seconded and approved a motion directing the city attorney to provide a contract "as discussed" for consideration at next month’s meeting with no changes from the current contract.
Other routine business included approval of the consent agenda by unanimous roll-call vote and review of letters of interest for a board of adjustment vacancy and library board advisory openings; at least one council member reported not receiving application materials, and the council either deferred or handled appointments as indicated in the record.
The City of Perkins meeting adjourned by unanimous vote. The Perkins Public Works Authority then convened, approved its consent agenda and immediately adjourned.
