Atchison County opens 2025 fuel bids; staff to return with winter-blend cost analysis

Atchison County opened its annual fuel bids Dec. 3 for county departments including EMS, road and bridge, and the transfer station.
Joe Snyder, the bridge superintendent, reported the quantities on the bid: 45,400 gallons of clear diesel, 33,000 gallons of biodiesel and 21,000 gallons of unleaded gasoline. He presented bids from Ag Partners (Seneca), Hampel/Hampel Oil, and other vendors. Ag Partners’ clear diesel price was listed at $2.90 per gallon with a 6¢ per gallon winter-blend surcharge; dyed diesel and unleaded prices were provided for each bidder in the record. Hampel/Hampel Oil’s clear diesel bid was higher (transcript lists $3.15/gal with 12¢ winter surcharge), and other bidders’ prices varied.
Snyder said staff will analyze how many gallons are expected to be sold in the winter-blend period (roughly October through March) to compute the true cost to the county, then return next week with a recommendation comparing bidders taking winter surcharges into account.
What’s next: Staff will prepare a breakdown of gallons by department and winter/blend usage and return to the commission for an award decision.
