The plan includes re‑striping lower courts for dual tennis/pickleball use, constructing a new path around the courts, improving slope access with steps and railings, and adding amenities tied to a future playground schedule.
The committee also favored the concept of two separate playground areas at Highland Hills — one for older children and one for younger children — and said it would study layout options near the shelter and bathrooms. Separately, staff briefed the committee on a city‑owned parcel north of Tower Hill Road where the city will clear and develop an accessible kayak launch.
The committee said the Highland Hills playground work would follow Tower Park improvements and include additional planning and cost estimates before the council considers funding.
