Scappoose council accepts election results, declares public-works surplus property

The Scappoose City Council on Dec. 16 adopted two resolutions by voice vote: Resolution 24-18 accepting the official results of the Nov. 5, 2024 general election, and Resolution 24-19 declaring specific public-works equipment surplus.

City Manager Benjamin Berger presented the certified election packet and Councilor Jacobs moved to adopt Resolution 24-18; Councilor Holmes seconded and the council approved the measure by voice vote. "As presented, the results of the election are in the packet," Berger said when introducing the item.

Public Works Director Dave Soukow requested approval to surplus four pieces of equipment (older small trucks, an ACCO and a vac truck) via Resolution 24-19, explaining the units are aged, undersized for current operations and show signs of expensive upcoming repairs. Council President Miller moved adoption, Councilor Jacobs seconded, and the council approved the resolution by voice vote. Soukow told the council that proceeds from sales would be distributed back to departmental funds (parks, streets, water, wastewater, stormwater).

In addition to the two resolutions, the council approved a consent agenda and the amended meeting agenda earlier in the session. Both votes were taken by voice with no roll-call tallies recorded in the public transcript.

What this means: The election results were formally accepted and surplus equipment will be removed from inventory so staff can pursue sale or surplus procedures; the council did not specify sale method for each item but said staff will evaluate state surplus options and other vendors.
