Atchison County awards fuel contract to Consumer Oil and approves culvert purchase order for Ottawa Road

The Atchison County Board on Dec. 10 approved two procurement items for the Road & Bridge department: a financed fuel contract recommendation and a purchase order for metal culverts for Ottawa Road.
Joe Snyder, the county’s Road & Bridge superintendent, reviewed three fuel bidders and recommended awarding the contract to Consumer Oil based on a three‑year average. "Consumer oil was $270,502.75. Ag Partners was $275,533.31, and Hampl oil was $300,436.62," Snyder said. The commission moved to award the financed fuel bid to Consumer Oil and recorded the motion as passing.
Snyder also presented a purchase order for metal culverts to fund Phase 1 of the Ottawa Road project. The PO, to be charged to the county’s Special Highway fund, totaled $12,419.24 and included specifications for multiple metal culvert sizes (36‑inch elbow, 36‑inch graded end cap, 60‑inch arch units, etc.). The board approved the PO by motion.
Snyder told commissioners that two of the Phase 1 items involve extensions to concrete boxes and would be replaced with smaller culverts for economy, while the three larger culverts in the phase will be rebid. He said the larger culvert bids will be opened on Jan. 7 and must meet Kansas Department of Transportation specifications; the county intends to encourage local contractors to bid.
The commission recessed later for a site visit to the future Road & Bridge facility and returned to adjournment after the trip.
