The Scappoose Economic Development Committee opened its Oct. 10 meeting by approving the meeting agenda and the minutes from Sept. 19. Both procedural motions were moved and seconded and were recorded as "Aye" votes.
Later in the session the committee agreed to reschedule the November and December meetings by moving them earlier; Speaker 3 moved and Speaker 4 seconded the change and members confirmed the new dates. Members also set next steps for downtown planning — asking the committee to prepare a recommended Option A for downtown focus and to circulate supporting materials prior to the next meeting.
There were no ordinances, code adoptions, or formal votes on land‑use policy at the session. The committee heard a presentation about municipal return‑on‑investment (a recorded Strong Towns/Urban3 video) and received a proposal for a Grace Lutheran daycare project; both items were discussed but did not result in formal policy action at this meeting.
