Atchison County commissioners approve budget amendment, KDOT weed contract and routine business

Atchison County commissioners conducted routine business and several formal votes during their Dec. 17 meeting, adopting a budget amendment and approving contracts and personnel changes.
The commission voted to adopt an amendment to the county's adopted 2024 budget to increase the special highway expenditures from $500,000 to $1,200,000 and to account for solid-waste payments received late from prior years. Mark Seltner, the county finance director, said the amendment allows the county to spend money already in the fund while remaining compliant with state budgeting rules; the county clerk will sign the forms and submit them to the State of Kansas.
Commissioners also approved an Atchison County noxious-weed spraying contract with the Kansas Department of Transportation covering rates for calendar year 2025. Chair (Speaker 1) called for the motion and it passed by voice vote.
Other formal actions included adopting the Local Emergency Planning Committee roster as presented by Corey Scott, chief of emergency services; swearing in Blair Burton as the new register of deeds and approving a payroll status change for Burton effective Dec. 15, 2024 (salary set at $61,799.94); and approval of weekly county expenses. The commission recessed once for a department-head workshop and later returned to open session.
