1) The agency approved the meeting agenda as presented after a motion by Agent Holmes and a second by Agent President Miller; the motion passed by unanimous voice vote.
2) The agency approved the consent agenda, including the July 15, 2024 meeting minutes, following a motion on the record (mover and second reported in the meeting) and a unanimous voice vote.
3) The agency adopted amended grant program guidelines (see separate report) after a motion by Agent Miller and second by Agent Santiago; the motion passed by unanimous voice vote. The adopted guidelines add a required preproposal meeting, require three professional quotes for grant requests in excess of $5,000 (with a staff‑considered 'reasonable efforts' exception), allow limited reimbursement for design/engineering (paid after project completion), and add application checks for municipal code violations and property owner authorization.
The meeting adjourned shortly after the final vote.
