Scappoose police say they will re-engage vendors on license-plate reader system

Interim Police Chief Llewelyn told the Scappoose City Council on Nov. 4 that the department plans to re-engage with vendor representatives about the Flock license-plate reader system and bring the topic back to council for further discussion.
"We're looking at going back to talking about the Flock system, which is a license plate reader," Llewelyn said, adding the department will meet with vendor representatives and reexamine the system in light of current circumstances. He described recent department activity including Halloween event coverage and upcoming sergeant promotion interviews, then said officers will staff areas around ballot boxes to help secure voting locations.
Council members said they had seen vendor demonstrations at a recent conference and that it would be reasonable to test a system if it appeared to meet local needs. The mayor said it would be "nice to be one of the first to really test it and see," and several councilors asked that any further steps include citizen engagement and careful review of financial implications.
No procurement or policy decision was made at the meeting. Chief Llewelyn said the department plans an initial meeting with vendor representatives and will return with recommendations and cost information for council consideration and public discussion.
