City Manager Ben Bergner and other council members explained that because the election falls within 100 days of the vacancy, the city charter directs that the position not be filled by appointment. Bergner said the election will choose a successor in November and that person will take office in January, leaving the seat unfilled through the end of the calendar year.
The resolution as presented declares the vacancy and identifies that a successor shall be elected to fill the unexpired term at the next election. No roll-call votes were recorded in the transcript; the approval was made by voice vote.
