Atchison County approves ARPA road purchases, reviews culvert bid and authorizes public notice on obstructions

The Atchison County Commission voted to approve several ARPA-funded road purchases and reviewed a bid to replace a failing arch culvert on 3 Fourteenth Road.
Road & Bridge Superintendent Joe Snyder reported that King’s Construction of Voskaloosa submitted the only bid to replace a failing stone-arch culvert; Snyder said the county would supply the pipe and that the contractor would handle installation, slope protection and seeding. "It's $74,775," Snyder said when presenting the bid. He told commissioners he would return next week with additional details and that the project is within $10,000 of his engineer estimate.
The board approved multiple ARPA purchase orders to fund recent paving and repairs: $12,433.78 to Superior Bowen (237.5 tons of asphalt), $32,526.73 to Leavenworth Asphalt Materials (two invoices) and $5,232.50 to Kansas Land Tire for specified tires. Each purchase-order motion was moved, seconded and approved by voice vote.
Separately, commissioners authorized the Road & Bridge superintendent to post county guidance on roadside obstructions to the Atchison County website as a public notice, a motion the board approved 3–0. Chair also noted that the county will distribute closure notices when culverts require short-term road closures and detours.
The board also approved a $250,730.50 ARPA purchase order to O'Keefe Wilson Abstracting Company to complete a property purchase intended as a future Road & Bridge facility; commissioners noted the closing is expected in December.
During public comment, resident Robert Grama asked for a status update on roadside culverts; officials said Road & Bridge would follow up and discuss the topic at the next meeting.
Next steps: Snyder will return with project-specific details, timelines and any required detours; county staff will post the obstructions guidance once wording is finalized.
