The Scappoose City Council adopted Ordinance 9-20 on second reading at its Nov. 18 meeting, approving the hearings officer’s final order and authorizing the Buxton Ranch planned development, subdivision, conditional-use and sensitive-lands permits.
Community Development Director Lori Oliver-Joseph opened the item, reading the ordinance title and confirming the record and hearing were closed. Council members were asked to disclose any ex parte contacts or conflicts of interest; Councilor LeFrenz stated she was recusing herself from the matter and left the dais. Multiple councilors disclosed receiving emails and a text from Joel Haugen encouraging abstention; the disclosures were restated on the record as requested by staff.
After confirming there were no challenges to impartiality, the council took a voice vote on the ordinance. Council President Miller, Councilor Holmes, Councilor Santiago and Mayor Joe Backus voted in favor and the motion carried unanimously among participating members.
The ordinance implements LUBA remand requirements and updates the Scappoose zoning map consistent with the hearings officer’s order. Council discussed only procedural disclosures on the record before voting; no additional findings or amendments were offered during the second-reading session.
The council returned to other business after the vote and advised that the recused councilor would be notified when proceedings concluded.
