Oroville staffs report progress on Hewitt Park RFP and veterans housing projects

City staff updated the council on two infrastructure and housing efforts: the Hewitt Park request for proposals and several veterans housing developments overseen by a veterans housing development corporation.
Staff said the Hewitt Park RFP was released via Public Purchase; a bid walk attracted 20 contractors (10 prime contractors). Proposals are due Feb. 4 and staff expects to prepare a report and the council may consider awarding the contract in the months following a staff recommendation. Staff projected an early spring start for construction and a ribbon cutting around next year for pickleball courts and park amenities.
On housing, staff described multiple properties in the pipeline. At 2420 Baldwin a new contractor had been procured and an approved homebuyer is awaiting the completion of renovations. The Mitchell Avenue (Courtyard) project received a loan for $1,750,000 and staff reported a first tranche disbursed; consultants are scheduling topo and geotechnical borings and expect concept designs and due diligence complete in spring to be ready to apply for tax credits in January 2026. Staff said additional vacant properties (Pomona, Beach Street, Glen) are under consideration for future development.
Council thanked staff for the progress and asked questions about scheduling and amenities. No formal action was taken beyond informational updates and ongoing procurement steps.
