Counsel and staff told the council they would reference CalPERS Circular Letter 200-050-24 and a governor’s executive order (issued in April 2024 and tied to an emergency declaration for Butte County) in the resolution to address timing and eligibility questions.
Council discussed maintaining an active external recruitment for the permanent police chief position while retaining an interim chief to ensure continuity. During public comment one speaker urged the city to ensure internal employees have a fair chance to apply during the recruitment.
The council amended the resolution to include the CalPERS circular and the governor’s executive order and adopted Resolution No. 9335 and the interim employment agreement with Wines. The council recorded the motion as passing unanimously.
