The Coos Bay City Council approved an intergovernmental agreement to formalize the transition of Coos County dispatch services to the North Coos 9-1-1 dispatch center operated by the city.
Nicole (speaker 6) said the city began providing the service Aug. 30 and completed a full employee transition Nov. 1 under applicable ORS provisions for municipal service transitions. The council considered attachments that include rate and payment schedules; staff said the first-year costs align with prior county charges (council discussed an example figure of roughly $640,000 for the period referenced, paid quarterly per an attachment) and that the city has established a fund to track the full costs of operating the dispatch center going forward.
Councilors thanked staff and public-safety partners for the rapid operational transition and approved the IGA by motion and voice vote. Staff said they will use the new internal fund to calculate per-call costs for future agreements and consider cost-of-living adjustments in subsequent contract renewals.
The IGA formalizes revenue distributions for 9‑1‑1 tax proceeds and the county's existing contractual relationships for the near term, while staff develop a multi-year operational and funding plan to be considered during the city's budgeting process.
