Parks commission reviews budget, project updates and renames Adopt‑a‑Park subcommittee

Commissioners asked whether the report includes encumbrances; staff said the primary report shows expenditures but that page 78 of the packet lists encumbered amounts in contractual line items. Staff clarified that, to date, $7,000 has been encumbered for the Central Avenue bike lane project, there is an estimated $38,000 earmarked for bike infrastructure design and that combined with a potential 10.27% match and other items the total possible encumbrance could approach $111,000 against a $167,000 budget line — staff emphasized those figures reflect earmarks and not final expenditures.
Staff provided project updates: a Mingus Park restrooms grant was approved by the Oregon Parks and Recreation Department; Pacific Power Foundation awarded $2,500 toward Mingus Park restrooms; the Ford Family Foundation awarded $25,000 to the Mingus Park Community Building and other grant applications are pending. Alta Planning (Safe Routes/Capital projects consultant) will conduct site visits on Oct. 7–8, 2024. The east‑side boat ramp, damaged by a ship in February, was reinstalled with insurance covering repairs; staff credited ODFW, OSMB and Army Corps partners for expedited work.
Staff also reported a grant application to the Oregon State Fire Marshal raised concerns about potential displacement of unhoused people; in response, the project scope was revised to focus on creating defensible space around the park perimeter rather than treating the entire 30‑acre southern portion. Commissioners and staff discussed the city’s no‑camping ordinance and the practical challenges of clearing established encampments; staff noted police procedures and community resources used when dealing with camps.
The commission moved and approved renaming the Adopt‑a‑Park pilot program subcommittee to the Adopt‑a‑Park Pilot Program Fact Finding Committee. Commissioners closed with thanks to staff for recent project work and a reminder of an upcoming joint work session with City Council on Sept. 24, 2024.
