Coos Bay agency approves Lockhart Avenue road work, awards Anderson Avenue sidewalk contract

Agency staff described the Lockhart Avenue project as a regrading and regraveling of the existing gravel section of Lockhart Avenue between Front Street and South Broadway, along with stormwater controls. Staff said the plan calls for three vegetated bioswale areas on the north side of Lockhart Avenue, connected by underground piping that will discharge into the existing storm system at the Lockhart and South Broadway intersection. On Anderson Avenue, staff described removal and replacement of sidewalk, curb, gutter, trees and tree wells on the south side of Anderson Avenue between South Seventh and Sixth streets, with a new catch basin to reduce ponding. According to the staff report, bids were opened on Sept. 10, 2024; four bids were received, the low responsive bid was Freedom Builders at $206,450, and staff recommended an award not to exceed $237,417 to account for a 15% contingency. The staff report also lists an engineer's estimate of $258,000 for that work and a project budget figure of $237,415.
Funding for both projects was identified as coming from the urban renewal agency’s Fund 57. Agency staff said Fund 57 has $750,000 allocated for street infrastructure projects; the engineer's estimate for the Lockhart work was cited as $390,000.
A motion to approve the two projects was offered from the dais and seconded; the presiding officer called the question and the motion carried. After the vote the presiding officer adjourned the meeting.
