Coos Bay accepts $100,000 renewable-energy planning grant and authorizes MOU with CCD

The Coos Bay City Council voted to accept a $100,000 planning grant from the Oregon Department of Energy’s Community Renewable Energy Program and authorized a memorandum of understanding with CCD Business Development Corporation to support grant applications and project planning.
Nicole (city staff) explained the program was created under House Bill 2021 and funds planning and potential construction of community renewable-energy projects. CCD prepared the planning grant application on the city’s behalf and offered to provide capacity-building support; staff said CCD would not take administrative costs from this award because of separate CCD funding that supported their assistance. Nicole said the planning grant will evaluate whether solar panels and battery storage on City Hall could provide resilient power for dispatch and emergency services and would position the city to compete for construction funds in a later round if planning and design demonstrate feasibility.
Councilor Kelsey moved to accept the $100,000 grant and adopt Resolution 23-28 to appropriate the funds; the motion passed. The council also moved and approved an MOU authorizing Mayor Benetti to sign with CCD to continue grant-application assistance and potential construction coordination.
Staff emphasized this is a planning grant only; construction would require a later competitive award. CCD offered to assist with the construction application should the planning outcome support that next step.
