The Coos Bay City Council voted to adopt Resolution 24-27 approving an adjustment to collection rates for the city's solid-waste franchise holders.
Nicole (city staff) opened the required public hearing, explaining the city’s franchise process and the annual rate-review requirement. Luke Pike, representing the operator, introduced Craig Heimer (his replacement for a longtime staffer) and said the company was requesting a 3.21% increase this year, which he described as "65% of CPI." Pike emphasized the company had sought a fair price and noted last year’s request had been larger. He explained collection in the region uses two local transfer stations (West Coast in Coos Bay and Beaver Hill), with material transloaded and transported to the Dry Creek Landfill near White City, increasing hauling costs for the southern Oregon coast.
Councilors asked which services are included in the rate; Pike said recycling is provided within city limits and the company offers two curbside yard-debris pickups a year (up to five cubic yards). Council members noted the city’s existing rate position relative to nearby communities and staff reported the proposed increase left Coos Bay's rates toward the low end of the comparison range.
The public hearing was opened and closed with no public speakers. Speaker 7 moved to adopt Resolution 24-27; the motion was seconded and the council approved the resolution by voice vote.
The resolution authorizes the franchise-holder rate change consistent with the franchise agreement and the city’s rate-comparison process. No immediate changes to service levels were recorded at the meeting.
