Council approves Central Avenue Spring Streets project with new bike lanes and rapid flashing beacons

Coos Bay council approved the 2024 Spring Streets project to grind-and-inlay Central Avenue lanes, remove a noncompliant center turn lane to add bike lanes in each direction, add ADA ramps and rapid flashing beacons at Twelfth Street, and bid construction for fall.
City staff presented the 2024 Spring Streets project, which will reconfigure Central Avenue between Ocean Boulevard and Eleventh Street to remove a substandard center left-turn lane and install compliant bike lanes in both directions, new ADA curb ramps, a new crosswalk and two rapid flashing beacons to improve pedestrian safety.
The project includes two elements on South Ninth Street (one half complete dig-out and reconstruction, the other ground-and-inlay) and will be advertised for bids with anticipated fall construction. Staff shared traffic counts showing limited left-turn movements at the reviewed intersection and said design input from Southern Oregon Transportation Engineering deemed the concept feasible.
Councilors asked detailed questions about sidewalk terminations, locations of flashing beacons and bike-lane termini. Staff recommended installing a new rapid flashing beacon and ADA ramp at the Southeast corner of Central and Twelfth Street to address pedestrian safety where the sidewalk currently terminates and visibility is limited.
After discussion and clarifying maps, the council moved, seconded and approved the project as presented. Staff will return with bid results and any further adjustments if necessary.
