Brighton planning commission backs longer commissioner terms and clarifies 'lot of record' placement

At its Oct. 16 meeting the Brighton Planning Commission recommended a change to extend planning-commission terms from four years to five and approved an amendment to consolidate the definition of "lot of record" into the primary definitions section of the code.

Staff introduced OAM 202401256 to lengthen planning-commission member terms, arguing that five-year terms will allow staggered expirations and preserve institutional knowledge. As staff summarized, “it extends the planning commission terms, the term that a planning commission serves from 4 years to 5 years.” The commission discussed who would be affected, whether alternates are included, and confirmed that the commission’s recommendation will go to the town council for final action. After opening a public hearing with no public comment, the commission voted in favor of recommending the ordinance.

The commission also addressed definition placement. Planner Brian Tucker explained that the draft consolidates the definitions for “lot” and “lot of record” so they mean the same thing across the code. Commissioners debated whether the consolidated definition should appear where the term first occurs or in the general definitions section; the commission approved the amendment and left placement details to staff counsel’s discretion.

Procedural items: commissioners approved the Sept. 18 meeting minutes at the start of the session. The commission confirmed its next meeting for the third Wednesday of the month (Nov. 20).
