Brighton Council approves $50,000 to finish Silver Lake boardwalk, OKs UFSA tax resolution and reappoints planning commissioner

The Brighton Town Council unanimously approved an additional $50,000 to Trails Utah on a motion to finish the Silver Lake Boardwalk and Trail System, the council announced at its October meeting.
Mayor (unnamed) said unanticipated wetland conditions required much deeper piers than expected — as deep as 80 to 90 feet in places — that exhausted Forest Service funding and the nonprofit’s grants. Chad Smith, a Trails Utah supporter, told the council the project is "a gem of our community" and urged finishing the work rather than stopping short. Council members voted by roll call to authorize the extra allocation so the contractor could be paid and the boardwalk completed. A ribbon cutting was scheduled for the welcome center the following day at 11:00.
The council also approved a motion to adopt resolution 2024-R-10-1, registering Brighton’s approval of a tax rate in excess of the certified rate for the Salt Lake Valley law-enforcement service area. UFSA and Unified Fire Authority representatives had presented earlier that evening on continuing funding needs; the resolution was moved, seconded, and passed by roll call vote as recorded at the meeting.
Separately, the council reappointed Don Despain to another term on the planning commission after he confirmed he was willing to serve. The reappointment was approved by voice vote.
The council’s actions were procedural votes tied to separate agenda items: a targeted grant to finish a capital project, a jurisdictional vote related to a service-area tax request, and a personnel appointment to the planning commission. For the Silver Lake grant and the planning commission reappointment, council members emphasized community benefit and continuity; for the UFSA resolution, council members cited the need to preserve the service area’s fund balance and to maintain public safety staffing and capital plans.
Next steps: Trails Utah will receive funds so the contractor can be paid and the ribbon cutting will proceed as scheduled; the UFSA public hearing was scheduled for Dec. 10 at UFA headquarters (with Zoom) for further public comment; Don Despain will continue on the planning commission until his term expires.
