Brighton council narrows Granicus short‑term rental contract, drops compliance automation modules

Staff presented Granicus’ suite of products: address identification (web-scraping listings), a 24/7 hotline, rental-activity monitoring that could check tax-match data, and compliance-monitoring automation used to send notices. Kara (staff) reported Granicus logged 11 hotline calls during 2024; several related to administrative questions rather than enforcement. Staff and council members noted overlap with MSD and town business-licensing workflows and questioned whether automation was producing enforceable leads.

"If it's not providing valuable enforcement leads and MSD is already performing similar functions, we can drop the duplication," a staff member said during the discussion. Council member motioned to authorize the mayor to sign the Granicus contract with the omission of compliance monitoring and rental activity monitoring; the motion was seconded and passed on a voice vote.

Council members who spoke in favor cited cost and redundancy concerns and expressed interest in preserving the 24/7 hotline as a public contact point. Others urged retaining address identification and the hotline for rapid reporting. Staff suggested the town could use Granicus address data in-house or coordinate with MSD for tax‑match checks if needed.
