The Monmouth City Council unanimously adopted Ordinance 14‑17, authorizing the city manager to approve the installation of certain improvements by Western Oregon University within the Monmouth Avenue public right‑of‑way and granting exceptions to the city code provisions cited in the staff report.
City staff explained that the ordinance covers placement of a building identification sign in the North Monmouth right‑of‑way; this was the second reading after a prior presentation. Councilor Obers moved to adopt the ordinance and the motion was seconded. The clerk took a roll call vote and the ordinance passed 5‑0.
The council did not record additional substantive amendments during the second reading. Council members thanked staff and moved on to the next agenda item.
The ordinance allows the city manager to approve the installation as described in the packet; staff and the applicant (Western Oregon University) will proceed under the terms authorized by the council.
