Council holds first reading of revised Monmouth Library Board ordinance (No. 1416)

Library Director Krist Oberst presented a staff recommendation for first reading of a revised Library Board ordinance that would repeal Chapter 24 of the Monmouth City Code and replace it with updated provisions under the proposed ordinance No. 1416.
Oberst said the Library Board reviewed its enacting ordinance and requested updates, including a correction to a transposed ORS citation. "Staff recommends first reading of the revised Library Board Ordinance," Oberst told the council and said the changes are intended to make the ordinance "more correct and current." She also said there are no financial implications associated with the language changes.
Councilors asked questions about volunteer duties and the scope of board work in light of similar changes to other citizen boards. One councilor observed that revised language should reduce the expectation that volunteers conduct formal studies and instead clarify advisory roles; Oberst and staff confirmed the edits were meant to align duties with current practice.
The mayor read the ordinance title and performed the first reading of ordinance No. 1416; staff said a second reading and adoption will be scheduled at a future council meeting.
No final adoption vote occurred at this meeting.
