He said the plan identifies city‑specific hazards and mitigation actions and has received preliminary approval from Oregon Emergency Management and FEMA pending local adoption.
Councilors asked about implementation details, including how cooling and heating center hours would work during extreme heat, whether the Montessori school and other childcare providers should be listed among vulnerable populations, and wildfire risk along the Ash Creek corridor. Craig said the plan’s implementation phase will include policy development for activating cooling centers and that some omissions may reflect appendix layout or oversight that can be corrected.
Council members noted the plan’s usefulness for securing grants and FEMA eligibility and sought a walk‑through for areas with limited data. Carter Craig reminded the council that the plan contains implementation actions and appendices that staff will refine, and he welcomed council corrections and additions.
Councilor Obers moved to adopt Resolution Number 1996 and Councilor McKeel seconded. Roll call was Obers: Yes; McKeel: Yes; Kerrey: Aye; Belts: Aye. Motion passed 4‑0. The council adopted the plan with an understanding that staff will address minor edits and implementation questions going forward.
