Smyrna council authorizes generator upgrades, several contracts and appointments; denies contractor extension

The Smyrna Mayor and Council authorized a modified Georgia Power scope to upgrade generators at essential facilities (net project reduction to $10,194,596), awarded several contracts including a $394,984.55 streambank stabilization job and a $200,000-per-year holiday lighting lease, approved an intergovernmental hosting agreement with Austell for $1,000 annually, appointed Eric Randall to the License and Variance Board, denied a Baldwin Paving 10-day extension request, and approved consent items including a $91,927.30 CDBG increase.
The Smyrna Mayor and Council on July 16, 2024, approved a package of infrastructure and services contracts, a board appointment and routine consent items, and denied a contractor's request for additional days on a traffic-shift contract.
Staff asked the council to authorize a modification to the Georgia Power master services scope after engineering found the city's existing generators did not adequately serve essential facilities. According to staff, removing some originally approved lighting work reduced costs by $2,316,297 while expanding the generator/switchgear scope increased costs by $1,775,650; the overall approved amount changed from $10,735,243 to $10,194,596, a net savings of $540,647. "It was found that the current ones do not service the main essential functions of fire stations 1 through 5, the police department, the jail, and public works as they should be," staff said; council approved the authorization 5–0.
Council also approved RFP 204-302 to install downtown exterior roof lighting for City Hall, the library and the community center, awarding the work to Blingle Marietta in an amount not to exceed $92,675. The council awarded RFQ 24-035 for Riverlands Trail streambank stabilization to SCA Construction, the lowest responsive bidder, at $394,984.55; staff said the work regrades the slope, installs a vegetated concrete mat and live stakes to stabilize the Chattahoochee River bank in that area.
An intergovernmental agreement was authorized with the city of Austell to host Austell's MFR and RMS public safety records systems on Smyrna's IT infrastructure for an annual payment of $1,000; the agreement will be effective upon approval and runs for five years unless terminated as provided in the contract.
The council appointed Public Works Director Eric Randall as an alternate member of the License and Variance Board effective July 16, 2024, and removed Fire Chief Brian Marcos as an alternate. The council authorized an exterior holiday lighting lease with Universal Concepts at $200,000 per year for four years and noted eight proposals were evaluated before selecting the vendor.
A requested 10-day change order from Baldwin Paving for a traffic-shift delay on Windy Hill Road was denied after staff advised the request had not been made in accordance with the contract terms; the motion to deny passed 5–0.
Finally, the council approved the consent agenda, which included an agreement with Mitch Leff and Associates for public relations and Amendment No. 1 to the Cobb County Community Development Block Grant subrecipient agreement (CD24C24SAS8) to increase the award by $91,927.30 for a total 2024 allocation of $272,985.15.
