Smyrna council approves $16.7M bond authorization, parking lot contract and SPLOST tweaks; resident raises flooding concerns

The Smyrna mayor and council unanimously approved Resolution 24‑010 authorizing an intergovernmental economic development agreement to support the downtown Smyrna development authority’s issuance of bonds not to exceed $16,700,000. Speaker 6 (city staff) said the bond proceeds will be used to finance the purchase and improvement of the First Baptist Church property as part of downtown expansion.
"The downtown development authority is being asked to issue bonds for the purchase and improvement of the First Baptist Church property as part of an expansion of the downtown district," staff said during the presentation.
Council also approved a series of procurement and project items: the purchase of a previously leased Toro Reel Master mower (2018) for $19,500; a $9,287.33 change order for Baldwin Paving to supply batch‑tinted concrete to meet city aesthetics on the Windy Hill Road project; and award of RFQ 25‑001 to CSTE Incorporated for $321,000 to build a 44‑space surface parking lot at 2688 Atlanta Road. Staff noted three bids were received and CSTE was the lowest responsive and responsible bidder.
"The lowest responsive and responsible bidder is CSTE Incorporated in the amount of $321,000," staff said when announcing the bid results.
Item E adjusted a Cobb SPLOST framework agreement (CFA) for renewal joint city projects; the amended agreement keeps the Windy Hill project at $1,000,000, reduces sports field lighting to $750,000, and provides a single disbursement of the full $1,750,000 balance. The consent agenda, which included approval of recent committee and council minutes, road closures for a Hispanic Heritage event on Sept. 21, 2024, and the appointment of Gwen Spruill as city civil service board clerk, was approved unanimously.
During public comment, Pamela Barton of 1700 Hissap Boulevard described repeated flooding inside homes in the Riverview Terrace subdivision, said warranties were expiring and developers had been unresponsive, and asked for city help. The mayor asked Barton to provide contact information so staff ('Rusty') could follow up.
All formal votes reported in the transcript were unanimous (7‑0). The council adjourned at 8:12 p.m.
