Smyrna council approves alcohol license, expands ARPA project and awards $1.29 million lighting contract

At its Oct. 8 meeting, the Smyrna City Council unanimously approved a beer and liquor license for Tacos La Via, amended an ARPA-funded CIP to include bridge and culvert repairs, and awarded Musco Sports Lighting a $1,285,986 contract for park field lighting; the consent agenda also passed 7–0.
Smyrna Mayor Derek Norton presided over a brief Oct. 8 meeting in which the City Council unanimously approved several routine items, including an alcohol license, a budget amendment and a multi-park lighting contract.
The council approved a new beer-and-liquor pouring license with Sunday sales for Taqueria La Via LLC (doing business as Tacos La Via) at 2415 Cobb Parkway SE, Smyrna, with Nancy Covarrubias listed as the agent. City staff reported that a Smyrna Police background investigation "failed to reveal information that would preclude issuance of this license." The council approved the license by voice vote, 7–0.
Council also authorized a budget amendment to expand the scope of project number 314 in the ARPA CIP so that the approved line item for "repairs and maintenance" explicitly includes both bridges and culverts. City staff said the change aligns the city's work with the Georgia Department of Transportation's annual bridge-and-culvert inspection and deficiency list and will allow ARPA funds in that project to be used for culvert repairs and maintenance. The motion carried, 7–0.
The council awarded Musco Sports Lighting LLC a contract in the amount of $1,285,986 for sports field lighting upgrades at multiple parks (Brinkley, Cobb, Jonquil, Riverline and Ward). Public works staff described the scope as design, layout, installation and testing of a clustered lighting system and said the funding source is FY22 SPLOST using Sourcewell cooperative contract 041123-MSL. The motion to award the contract passed unanimously, 7–0.
The consent agenda — which included minutes from Sept. 19 and Sept. 23 meetings; adoption of a GMEBS defined benefit retirement plan restatement for 2023–2025; and approval of road closures for a crosswalk mural in front of City Hall Oct. 14–17 — was read aloud and approved, 7–0.
No public commenters signed up for the citizen participation portion of the meeting. Mayor Norton adjourned the meeting at approximately 7:25 p.m.
