Staff presented Item 10.2 to annex territory into Community Facilities District 2007‑1 for public safety assessments (staff cited per‑unit rates and a monthly equivalent). After opening and closing a public hearing with no speakers, council adopted the resolution by a 5‑0 roll call vote.
Item 10.3, a separate resolution to annex territory to Community Facilities District 2015‑1 for maintenance services (street and landscaping maintenance), was also presented with per‑unit assessment amounts ($582.69 per unit annually, or $48.56 per month as referenced in staff presentation). That resolution likewise passed on a unanimous vote following a public hearing with no public comment.
City staff said the assessments apply to future property owners and are intended to fund public safety and ongoing maintenance for the new subdivisions. Council and staff clarified these were owner‑level assessments that do not change existing citywide taxes and that the hearings were limited to the assessment action, not to approval or denial of the subdivision entitlements themselves.
