Chowchilla council reenacts Measure N, approves Mid Valley parcel map and school improvement deferral

At its year-end meeting the Chowchilla City Council reenacted Measure N (public safety sales tax), approved a 13-lot tentative parcel map for Mid Valley Pipe & Steel with an accompanying mitigated negative declaration, authorized a deferred-improvement agreement with the Chowchilla Union High School District and formally adopted municipal election results. Several routine consent items were also approved.
The Chowchilla City Council voted to reenact Measure N, the city’s public safety transactions and use tax, and approved a slate of development and administrative items during its December meeting.
City staff said Measure N was approved by voters in November with roughly 80% support; the ordinance presented to council would reenact the measure so it continues until ended by voters. Miss Lerner summarized the ballot outcome and asked the council to adopt Ordinance No. 523-24 to reenact the tax; the council opened and closed the public hearing with no public comment and adopted the ordinance by roll call.
Planning staff presented the Mid Valley Pipe & Steel tentative parcel map, a site-plan review and an associated initial study and mitigated negative declaration prepared under CEQA. The site was described as approximately 26 acres between State Route 99 and Chowchilla Boulevard (APN 002250053). Staff said the proposal would subdivide the property into 13 parcels and that Phase 1 would construct roughly 32,000 square feet of new space (about 4,000 square feet of offices and 28,000 square feet of warehouse) with an on-site stormwater basin; the Planning Commission recommended approval on Nov. 20, 2024. After hearing no public comment, the council approved the resolution adopting the tentative parcel map and approving the mitigated negative declaration.
Council also approved a deferred-improvement agreement with the Chowchilla Union High School District for the high school transportation center. Staff explained the agreement allows the school to defer curb, gutter and sidewalk work along Road 16 until adjacent Legacy Ranch residential development triggers that work; if Legacy Ranch does not build within 10 years the high school would be required to install the improvements.
Other formal actions included adoption of the municipal election-results resolution reciting vote totals and the swearing-in of Mayor Kelly Smith and council members Ray Berrigan and John Chavez. The council also approved routine consent-agenda items earlier in the meeting.
