Chowchilla Council approves Measure T spending plan and extends public review window

The Chowchilla City Council on Oct. 8 approved the Measure T annual expenditure plan for fiscal year 2024–25 and adopted a separate resolution extending the public review period for Measure T expenditure plans from 15 to 30 days.
City public works staff said the annual expenditure plan (AEP) is required to receive Measure T allocations and that the AEP aligns with the city’s capital improvement program and recently approved budget. After a required public-notice period, council voted to authorize the public works director to submit the plan to the Madera County Transportation Authority for adoption.
Council then considered a resolution to increase the minimum public-review window from 15 to 30 days for Measure T expenditure plans. Public commenters and staff framed the change as a transparency measure following a citizen initiative that drew attention to the timing of Measure T allocations. Staff said the resolution would apply to current Measure T funds and future renewals if those measures pass.
All roll-call votes on the consent calendar and both Measure T items recorded the five council members present voting yes: Ahmed, Trost, Berrigan, Chavez and Smith.
What happens next: The public works director will submit the adopted AEP to the Madera County Transportation Authority for inclusion in the countywide process. The 30-day review requirement will be reflected in future Measure T expenditure-plan procedures, per the adopted resolution.
