Beaumont awards facility-assessment and SCADA contracts to support downtown revitalization and wastewater work

The Beaumont City Council on Dec. 17 approved professional services to support downtown revitalization and wastewater-system upgrades.
Staff recommended and council approved two facility-condition assessments from IMEG for city-owned properties: $54,894 for 500 Grace Avenue and $40,776 for 105 Sixth Street. Joseph Kale, staff, said the RFPs produced a single responsive proposal (IMEG for both properties) and that the project budget (CD-03) has sufficient funds. Council members asked about the assessment scope and whether concealed structural elements and footings would be investigated; building official Sarah Reppmeyer said staff would expose limited areas (for example, the bottom 2 feet of drywall and attic/ceiling tile access) to allow an informed assessment and avoid excessive cost uncertainty.
Separately, council approved a professional services agreement with SKM Engineering LLC to provide SCADA programming and system integration services for the wastewater facilities after an RFP that produced six responses and three qualified firms. Council approved the SKM award (amount not to exceed $75,000) by roll call.
Why it matters: the IMEG assessments will inform future renovation and code-compliance work for downtown properties, and the SKM contract will support essential wastewater control systems. Staff said they will coordinate any limited demolition/exposure work required for assessments with the building department to reduce the risk of discovering unexpected deferred maintenance that could affect project costs.
Next steps: IMEG will begin assessments under the awarded agreements; staff will schedule any minimal exposure work and return findings and recommended next steps to council.
