Chowchilla council extends deadline for 2024–2032 housing element work to regain compliance

The Chowchilla City Council voted unanimously to approve an amendment extending the timeline for a professional services agreement with Precision Civil Engineering so the city can complete its 2024–2032 housing element and return to compliance with the California Department of Housing and Community Development (HCD).
City staff told the council the contract was entered in July 2023 and was scheduled to end in April 2024 but the work was not finished. An unnamed city staff member said the amendment requests more time but not additional funds. The staff presentation noted the city is currently out of compliance with HCD and that the subsequent draft of the housing element was submitted to HCD on April 29, 2024, with HCD’s review dated June 18, 2024, which still found the city out of compliance.
During the discussion, a council member asked whether the city had lost funding because of the lapse; the city attorney (unnamed) said that is one of the possible consequences and that legal concerns were being evaluated. Staff said the Planning Commission has approved the draft and council action would allow staff to proceed with next steps toward state sign‑off.
The motion to approve the time extension was moved and seconded on the council floor and passed by roll call.
Next steps: staff will complete the outstanding tasks required by the housing element, resubmit materials as required, and pursue HCD sign‑off to restore compliance.
