Beaumont approves WRCOG TUMF nexus study and new fee schedule effective April 2025

The Beaumont City Council voted unanimously Dec. 17 to adopt the Western Riverside Council of Governments' 2024 TUMF nexus study and the accompanying temporary fee schedule, which WRCOG set to take effect April 1, 2025.
Robert Bridal, a city staff member, told council the proposed schedule introduces a tiered single-family dwelling fee based on square footage and increases multifamily residential impact fees by approximately $2,200 per dwelling unit. Retail, service and office fees would remain unchanged, while industrial rates rise modestly (about $0.47 per square foot).
Bridal said the schedule includes a grace period so projects already approved in the TUMF online portal will be assessed based on their approval date. He also noted SB 330 limits fee increases for residential projects with completed applications, meaning many residential projects could continue paying existing fees for now.
Council discussion was brief; there were no public speakers during the hearing. A councilmember asked whether the ordinance and resolution were the correct mechanisms to adopt the study and schedule; staff confirmed the ordinance adopts the nexus study and the resolution adopts the temporary fee schedule for the city's portion of WRCOG’s regional program.
The vote was unanimous (Councilmembers Fenn, Martinez, White, Mayor Pro Tem Voigt and Mayor Lara). Staff said WRCOG is preparing additional SB 330 guidance and compliance information for member agencies.
What comes next: Fees are scheduled to take effect April 1, 2025; staff will monitor WRCOG guidance and return with implementation details as needed.
