Speed-trailer data: most speeding on Menands streets clustered in 31–35 mph band, highest single reading 41 mph

Speaker 6 (identified in the meeting as Kevin and introduced earlier as lieutenant Schwabke) summarized speed-trailer data from several streets.
Kingston: over the monitoring week the trailer recorded 3,564 vehicles; average approaching speed 15 mph and receding 16 mph; 98 speeders were recorded (13 on the weekend, 85 during weekdays), with 93 of those in the 31–35 mph range and four above 36 mph; the top speed recorded was 41 mph.
Amsterdam: the trailer recorded about 5,300 vehicles; average approaching speed was about 17 mph and receding 18 mph.
Wolford: approximately 7,250 vehicles recorded; median speeds were about 21 mph approaching and 24 mph receding; most speeding events fell in the 31–35 mph band and very few readings exceeded 41 mph.
Staff explained limits of the data: the trailer counts vehicles over multi-day periods but does not reliably break down weekday speeders by exact hour in the report; placement and direction matter (more speeders were often recorded in the receding direction), and drivers may react to seeing the trailer’s rear display rather than the LED readout.
The board asked staff to move the trailer to different streets (currently on Broadway) to collect representative samples and requested the raw statistics be emailed for the minutes. Residents raised street-condition concerns and asked for patching while larger reconstruction is planned.
