Tenant Jeff Moncino to vacate harbor building; city to request county inspection

Staff told the Harbor Commission that tenant and operator Jeff Moncino plans to end his tenancy and vacate a city building effective Dec. 31.
An unidentified staff member (S2) said Moncino informed the city that he is moving out of the city and that he blamed recent changes for his decision; staff said the city had given no indication lease terms would change and had continued his occupancy on a month-to-month basis while he paid. "He says it's our fault because we changed— he's been fearful that he's going to lose his business even though we've given him absolutely no indication that was going to be the case," said Unidentified Speaker 2 (S2), describing the tenant's claim.
Staff said Carla was asked to contact Lincoln County building inspectors to perform an inspection before Moncino leaves so any issues would be recorded; the council will then determine what to do with the building. Staff emphasized they had stopped one attempt at a sublease earlier in the summer and that decisions about the building will be for council consideration.
No formal action was taken at the commission meeting; staff said they will provide inspection findings to the council.
