Depoe Bay commission updates dock replacement, winter maintenance and dredging plans

The City of Depoe Bay Harbor Commission on Nov. 20 received updates on ongoing harbor infrastructure work, including the replacement project affecting Docks 3 and 4 and preparatory winter maintenance.
Harbor staff reported that electricians have disconnected power to Docks 3 and 4 to allow construction crews to proceed and that Dock 4 has been delivered and is tied alongside Dock 3 on the north side. Finger docks and pilings are arriving; staff said contractors repaired a damaged vibration tool used for pulling pilings. A waste-oil tank was emptied and crews have begun winter-cleanup tasks, the report said.
"The electricians have disconnected power from Docks 3 and 4," said Unidentified Speaker 1 (S1), the meeting presenter. "Boats have been moved from Docks 3 and 4 so construction can start." Commissioners and boat owners described on-site coordination to protect vessels during moves; staff reported moving 19 boats to date and identified one vessel being relocated again to accommodate care work on Dock 3.
Commissioners raised safety concerns related to dock lines and fenders after recent surges. Multiple participants noted chafed lines and worn tires on docks that can create tripping hazards or cut lines. "I would encourage city council to walk the docks," said Unidentified Speaker 3 (S3), urging inspection.
Commissioner Jack asked whether dredging near Dock 4 could be combined with the dock work; staff said access is limited by piling equipment but that they have contacted officials about funding and appropriations and will pursue options for a December appropriations cycle. "We're all aware of the problems," said Unidentified Speaker 2 (S2), who said staff had reached out to identify funding sources.
Staff said they will continue to share construction schedules with commissioners and finalize logistics for pedestrian safety around construction zones. The commission set a follow-up to monitor progress and reaffirmed its next meeting for Jan. 29, 2025.
