Depoe Bay City Council approved a $292,725 contract to replace the catwalk at the city’s wastewater treatment plant.
Staff presented R L Reiners’ low bid (listed in materials as RL Reiners/RL Mariners) for the capital-improvement project. Council members stressed the importance of scheduling work during the plant’s offline window and noted a penalty clause for missed deadlines. A councilor who toured the plant said the upgrade was needed to protect workers: “Y’all don’t want our workers falling in that,” they said.
Schedule and budget: Staff said construction likely will begin after plant shutdown windows and should be substantially complete by May–June to fit the fiscal‑year schedule. The contract contains a performance clause to encourage timely completion.
Next steps: Staff will finalize the contract, execute the agreement, and monitor construction progress with periodic updates to council.
