Board receives legislative update; secures conditional-authority for new licensing pathways

Board staff provided a legislative briefing highlighting several enacted bills the board will implement or monitor and noted next steps for rulemaking and coordination with state health officials.

Ms. Fulton summarized bills that affect the board's work. Two identical bills called the "Welcome Home Act" change occupational-licensure procedures; staff negotiated language to allow the medical board to issue a conditional license pending normal licensure procedures rather than immediate full licensure, an approach staff said preserves space to do due diligence for public safety. Fulton said, "Bann negotiated with the authors to ensure that what we have to issue as our board is a conditional license pending normal licensure."

Staff also described Act 192, which requires the agency to review at least one-fifth of its rules each year and submit a five-year review schedule and report to the oversight committee, a requirement staff characterized as an unfunded mandate. The board was briefed on Act 617 (centralizing public-meeting listings), recent clarifications to workplace-violence policy for health-care entities, and an international medical-graduate licensure bill (Rep. Dev Patel's bill) that creates an alternate pathway but defers implementation details to the board's rulemaking; staff emphasized the board retains discretion to write rules for that pathway.

Board members asked for additional details and requested staff prepare a breakdown of licensing-time improvements (in-state, out-of-state, out-of-country) and specific action steps the agency took to reduce processing times. Chair said the board will meet with Department of Health leadership to coordinate on implementation priorities.
