Council clears first reading to expand Salmon Enhancement Commission, asks for grant-contract clarifications

Separately, staff introduced a proposed contract with a grant-writing firm (noted in the meeting as the company formerly called Sequoia Consulting and currently referred to as New Prosperity). Councilors asked about the firm’s track record, the city’s ready projects (staff noted Allen Street and other projects are near design-ready), and whether the city’s audit status could affect grant eligibility, particularly for federal grants that often require current audits.
City staff agreed to return with clarifying contract terms, examples of deliverables and confirmation of the city’s grant-readiness posture. Second reading of the salmon commission ordinance was scheduled for an upcoming meeting; no contract was executed at the Nov. 12 session.
