Depoe Bay council narrowly approves downtown purchases for parking, 4–3 vote

On Nov. 12 the Depoe Bay City Council approved a motion to pursue purchase of a Collins Street parcel and to explore buying portions of the Gregersen harbor property for public parking and access. The motion carried on a roll-call vote of 4–3.
Debate centered on fiscal priorities and whether private businesses should form improvement districts or otherwise fund increased parking. Opponents called the Gregersen price high and urged merchants to organize; a councilor identified in the meeting as Val said, "I absolutely do not support spending any more city money to buy parking lot space," arguing business owners should form an association if they want additional lots.
Supporters noted the strategic location of the Collins lot, said tourism-related funds (TRT) and urban renewal resources could be used and argued the city’s lack of available land made acquisition worth pursuing. Staff noted funding options could include urban renewal or contingency and that additional site analysis would be completed before a final purchase.
The council's action authorized staff to contact property owners and further evaluate acquisition logistics and funding; staff will return with purchase terms and a plan for funding and site preparation.
