Parole panel denies several requests, revokes one and grants conditional release pending long-term treatment

The Louisiana Committee on Parole met across multiple remote sites and at Baton Rouge headquarters to hear a series of parole and revocation cases. The panel denied parole in several high-profile matters, declined release in others, revoked one parole for a positive drug test and granted one conditional parole tied to completion of long-term substance-abuse treatment.

Key outcomes from the session:

• Jamal Grubbs (Iberia Parish Jail, DOC 552042): The panel reviewed alleged parole violations including a domestic-battery arrest and supervision-fee arrears. After discussing records and body-camera material and holding an executive session, the panel declined to revoke Grubbs’ parole and instead continued supervision with conditions including completion of a domestic-violence course and no contact with the alleged victim.

• Renee Williams (Catahoula Correctional Center, DOC 553136): The panel granted parole conditioned on completion of a DOC long-term substance-abuse program prior to release. Panelists said program placement and completion are prerequisites; the panel could not specify a particular external program but recommended long-term treatment.

• Tremella Robinson (Saint Mary Parish Prison, DOC 558626): Robinson’s parole was revoked after a positive drug screen for amphetamines/methamphetamines and related allegations; the panel voted to revoke unanimously.

• Several other parole requests were denied after the panel weighed institutional programming, victim opposition and law-enforcement recommendations, including requests from Justin Major (rehear on indecent behavior with a juvenile), Wilbert Moore Jr. (multiple prior DWIs and vehicle-injury convictions), Ahmad Beck (manslaughter), Dwight Odom (habitual attempted possession of cocaine) and others. Panel members frequently cited missing rehabilitative programming, victim opposition and concerns about public safety as reasons for denial.

Panel members repeatedly urged offenders to obtain specific programming where available; in several denials the committee recommended transfers to facilities that offer required courses (victim-awareness, offender-treatment or long-term substance-abuse treatment) before future consideration.

How votes were recorded: Decisions were announced by individual panel members during roll-call votes; where the transcript recorded “I concur” or an individual vote, those statements were used to determine final outcomes for each hearing.

What’s next: For cases continued on supervision, the parolee remains under supervision with conditions noted by the panel. For denials, offenders may reapply consistent with committee rules. The conditional grant for Renee Williams is contingent on successful completion of the designated long-term treatment.
