The Lake Charles Harbor and Terminal District on Nov. 27 approved a 12‑month option-to-lease with Polaris Solutions for a proposed cement import terminal at City Docks.
Staff described staged option payments over the year and said the contemplated lease would have an initial 20‑year term with additional options. The deal includes a $1.74-per-ton throughput rate on a sliding scale, a 500,000‑ton annual minimum and estimated annual rent of roughly $90,000 to $120,000 depending on the exact footprint.
Board members asked whether existing infrastructure at Berths 2 and 3 would support ship loading. Staff said Polaris would rely on the recently accepted Berths 2 and 3 work for ship loading but must make substantial capital investments to build conveyors, unloaders and rail-loading facilities. During discussion, board members and staff estimated those improvements could cost in the $50 million to $60 million range.
The board moved, seconded and approved the option agreement.
