Community Development staff explained the application packaged a renewed preliminary plan with a final plat because the original preliminary plan had expired; staff said the updated application is substantially the same as the 2022 submittal with the principal change being that a sidewalk connection will be placed within a tract rather than as an easement on private lots to ensure future public access and maintenance.
The plan covers about 9.5 acres and proposes 11 lots (22 duplex dwelling units) with public dedications including right‑of‑way, drainage easements and a sidewalk tract; staff and the Planning Commission recommended approval. Council approved the preliminary plan and accepted the drainage, utility, landscape and sidewalk easements and right‑of‑way by voice votes (motions by Courtney and Craig/Melanie as noted).
