Lenexa council renews Smiley’s Golf Complex special‑use permit through 2030

The Lenexa City Council on Monday approved an ordinance renewing the special‑use permit for Smiley’s Golf Complex and Executive Golf Course at 10195 Monticello Terrace, extending the facility’s authorization through Jan. 15, 2030 to match the operator’s lease.

Stephanie Sullivan of the Community Development Department told the council that staff and the Planning Commission recommended approval of the renewal. She said the site is zoned agricultural and is roughly a 68‑acre parcel where the golf course and associated outdoor entertainment uses have operated for decades, and noted the comprehensive plan envisions possible future redevelopment in the area.

Mark McFarland of the Hinkle law firm, representing Smiley’s, described the operation as a longtime Lenexa institution that supports local organizations, reduced‑fee high‑school practices, Special Olympics programming and “over 50 child‑care businesses, collectively over 1,000 children,” who use the facility annually. He said the planning commission had unanimously approved the renewal and that the owner would address parking‑lot repairs. “We have already begun removing concrete sidewalks and curbing,” McFarland said, and the applicant plans asphalt repairs in the spring.

Councilmember Courtney moved to approve the ordinance; Councilmember Melanie seconded. The council voted in favor by voice vote and the motion passed.

The renewal extends the city’s authorization for outdoor entertainment uses at the Smiley’s site and aligns the special‑use term with the operator’s lease; staff said it would monitor the applicant’s follow‑through on promised parking and sidewalk repairs.
